大統領府は5月4日、量子コンピューティング技術の米国サイバーセキュリティインフラ及び政策への導入に関する大統領令2件を発令した。1件目は「国家量子イニシアティブ諮問委員会強化に関する大統領令（Executive Order on Enhancing the National Quantum Initiative Advisory Committee）」で、量子情報科学（QIS）技術に関する独立諮問委員会を立ち上げ、量子分野における最新開発知識を政策決定者及び国民に提供し、政策策定に指標を提示するよう指示している。一方、2件目は「脆弱な暗号システムへのリスクを緩和しながら量子コンピューティングにおける米国リーダーシップを促進する国家安全保障覚書（National Security Memorandum on Promoting United States Leadership in Quantum Computing While Mitigating Risks to Vulnerable Cryptographic Systems）」で、QISにおける米国の競争力を維持しつつ、サイバー・経済・国家安全保障における量子コンピュータのリスクを緩和するために必要なステップを示したものである。
