厚生省（Department of Health & Human Services）のザビエル・ベセラ（Xavier Becerra）長官は5月25日、国立衛生研究所（National Institutes of Health：NIH）内に、バイオ医療・ヘルス分野におけるハイリスク・ハイリワード研究への助成を行う「衛生高等研究計画局（Advanced Research Project Agency for Health：ARPA-H）」を立ち上げ、メリーランド大学（University of Maryland）情報・安全保障応用研究所（Applied Research Laboratory for Intelligence and Security：ARLIS）首席科学者のアダム・ラッセル（Adam H. Russell）氏を長官代理代行に指名した。ラッセル氏は、情報高等研究計画局（Intelligence Advanced Research Projects Activity：IARPA）及び国防高等研究計画局（Defense Advanced Research Projects Agency：DARPA）で合計10年以上に亘ってプログラムマネージャーを務めた経歴を持つ。なお、ラッセル氏は、6月からARPA-H長官に正式に就任する。
